“Prior to my retirement I worked for the City of Syracuse Economic Development Professional for thirty years. Mr. Loewenstein was an consultant to the City for several years. Together in a team effort Bill guided our City through several multimillion dollar developments that required his expertise in Public/Private financing. To name a few Bill and I used tax exempt bonds for $4m dollars/Hud 108 funds to transform the former Rockwell Manufacturing a 450,000 sf  vacant building into a fully occupied project that created and retained 700 jobs on the Cities impoverished West side still thriving today! At the time, each new tenant was also given a low interest loan from SEDCO as an incentive to go to Rockwest.

Like most downtowns or Central City locations Syracuse was devastated by all major retailers and their jobs leaving for the suburbs. One department store the former Dey Brothers retail store  was vacant for several years. Our Mayor challenged us to take this historically significant property and turn it around. Bill and the City  worked with a private development group and attracted the local power company as the main tenant in the building for their customer service center National Grid. The historic tax credits were sold to obtain equity , the HUD 108 was used for the rehab ($23 million dollars). This property is still vibrant and alive and acted as a catalyst and set the stage for the rehab of several surrounding structures and became a beacon to attract upscale apartments to the Central City ( Downtown) .

These deals just don’t “happen” they require expert advice and tremendous experience with sources/uses of public and private funds.
